Mix together in 9 x 13 inch pan: sugar, carob powder, salt and baking soda. Make 3 holes and into each put 1/3 mixture of: cooking oil, vanilla, and vinegar. Pour water over all and mix well. Bake at 350 degree for 35-40 minutes or until cake tests done.
Make Frosting: Bring to a boil butter, carob powder and milk. Then add vanilla and powdered sugar. Spread on warm cake.
