In large bowl mix 1 1/2 cups flour and 2 packages yeast. Combine warm water, 3 tbs. sugar, and salt; add to flour mixture. Beat at low speed of electric mixer for 1/2 minute, scrapping sides of bowl. Beat 3 minutes at high speed. Add cinnamon and raisons.
By hand, stir in 2 3/4 to 3 cups flour to make a moderately stiff dough. Knead on lightly floured surface till smooth. (8 - 10 minutes). Cover and let rest 15 minutes.
Cut into 12 portions; shape into balls. Punch a hole in center of each. Pull gently to enlarge hole, working into uniform shape. Cover; let rise 20 minutes. (Optional step for glossy surface: Place raised bagels on ungreased baking sheet; broil 5 inch from heat 1 1/2 to 2 minutes per side).)
In kettle bring 1 gallon water and 1 tbs. sugar to a boil. Simmer 4 bagels at a time for 7 minutes, turning once. Drain. Place on greased baking sheet and bake at 375 degree for 30-35 minutes. (If broiled, bake bagels 25 minutes.) Makes 12.
